Call for Proposals: Evaluation consultant (IMS)

DW Akademie is inviting proposals for the evaluation of its BMZ-funded Master's program "International Media Studies (IMS)," in line with OECD/DAC evaluation criteria. The evaluation will assess outcomes related to journalism education, capacity building and labour market integration in partner countries.

About the program
The International Media Studies (IMS) program is a four-semester, practice-based postgraduate degree aimed at media professionals from partner countries in Africa, Asia, Latin America and Eastern Europe. In addition to the established English-language track, a French-language track was launched in winter semester 2024/25, supported by regional university and media partnerships.
Scope of work
The evaluator(s) will:
- design and conduct the evaluation
- collect and analyse data (interviews on-site in Bonn and remotely)
- deliver an inception report, a presentation of findings, and a final evaluation report
- participate in a kick-off workshop and a change workshop
Who should apply
Applicants should have:
- proven experience in evaluations in international development (OECD/DAC)
- strong analytical and research skills
- experience in media, journalism, higher education or development cooperation
- fluent English (French is a strong asset)
Key dates
- Deadline for proposals: May 25, 2026
- Selection of evaluator(s): June 1, 2026
- Kick-off workshop: mid-August – mid-September 2026
- Final report due: end of January 2027
